Funding Availability for Consolidated Request for Proposals (RFP)
Application materials, instructions and information on technical assistance are now available for the following RFPs:
Applicants are encouraged to submit proposals to generate housing related economic activity and address affordable housing needs to the maximum extent and as quickly as possible.
There is a preference for transit-oriented development for all proposals, which specifically refers to proposals near services, light rail, or main bus arterial routes. Proposals will be carefully reviewed for cost containment given overall economic circumstances. Proposals that are development ready, stimulate job growth and leverage federal fiscal stimulus funding will be given priority. Attention will also be given to proposals that address foreclosure.
In addition to the strategic priorities outlined above, Minnesota Housing has determined the following additional priorities under this funding round:
Foreclosure remediation
- Designated high impact zip codes
- A target area outside a high-impact zip code if the three-year sheriff-sales rate for the target area is above 10% and if the target area contains a minimum of 200 residential parcels
Economic integration - Housing located in a neighborhood with average incomes as published by the Department of Revenue data that are 150% or more above the HUD established area median family income.
- The proposed development provides at least 25% but not greater than 50% of the total units in the development as affordable units (applies only to multifamily proposals).
Transit-oriented development - Proximity to specific fixed-route transit stops in the Twin Cities metropolitan area
- Proximity to park-and-ride lots in the Twin Cities metropolitan area
- Proximity to fixed-route transit stops in Greater Minnesota.
Development-ready proposals that stimulate job growth Minnesota Housing is providing community profiles to help target housing resources to areas of greatest need and impact. The agency will refine this information and analyses over the next few years so that future proposals can be ranked to more effectively align funding decisions with the agency’s mission and strategic priorities. However, while these improvements are being made, Minnesota Housing strongly encourages applicants to use the current information to strengthen their proposals and resource targeting.

A total of $75.8 million are available in the 2010 RFP. All funds listed below are approximate.
Multifamily and Single Family Funding:
- $12 million in Challenge funds are available for Single Family and Multifamily proposals
- This includes $1.395 million set aside for Indian housing
Single Family Funding:
- $3 million set aside for interim financing for Single Family proposals
Multifamily Funding:
- $11 million for the 2011 Housing Tax Credit Program
- $20 million LMIR, our amortizing first mortgage loans for multifamily developments
- $7 million for Preservation ARIF
- $6.5 million for Publicly Owned Housing Program (POHP)
- $7 million for Ending Long-term Homelessnessness Initiative Fund (ELHIF)
- $3.5 million for Flexible Financing for Capital Costs (FFCC)
