In March 2004, a broadly based working group established by the legislature, completed a goal-oriented, reform-minded business plan to end long-term homelessness by 2010. The goal of the Business Plan is to create 4,000 additional housing opportunities with support services for long-term homeless individuals and families. As of August 18, 2010, Minnesota Housing has financed 3,056 permanent supportive housing opportunities.
