Minnesota Housing periodically undertakes a comprehensive review of its priorities, goals, measures, and operations and prepares a strategic plan on how it will build the financial, operational, and human resources infrastructure necessary to achieve its strategic priorities and sustain a healthy organization over the long term.

Consolidated Housing and Community Development
Every five years the State of Minnesota submits a Consolidated Housing and Community Development Plan to the U.S. Department of Housing and Urban Development outlining the state's goals and strategy for using federal funds to meet identified housing and community development needs. The action plan and the state's performance toward meeting goals are updated annually.
Reports
Foreclosures in Minnesota, Spring 2010- This foreclosure report provides key findings about the current state of the foreclosure crisis in Minnesota. To monitor the evolving crisis, Minnesota Housing has purchased data on the ARM reset, delinquency, and foreclosure status of residential mortgages from LPS Applied Analytics (aka McDash). The data will help Minnesota Housing and its partners target their prevention and remediation efforts.

The agency will refine this information and analyses over the next few years so that future proposals can be ranked to more effectively align funding decisions with the agency’s mission and strategic priorities. In 2003, Minnesota's three major public and private funders of affordable housing, the Minnesota Housing Finance Agency, Family Housing Fund and Greater Minnesota Housing Fund, along with the Metropolitan Council, contracted with BBC Research and Consulting to project and quantify Minnesota's affordable housing needs from 2000 to 2010.

Inclusionary Housing Initiatives, 2002
Responding to a directive from the 2001 Minnesota Legislature, the agency and an Advisory Group studied inclusionary housing statutes and ordinances throughout the country and made recommendations on how to encourage residential developments that include housing for a range of incomes.
