Strategic Plan

Minnesota Housing periodically undertakes a comprehensive review of its priorities, goals, measures, and operations and prepares a strategic plan on how it will build the financial, operational, and human resources infrastructure necessary to achieve its strategic priorities and sustain a healthy organization over the long term.

Affordable Housing Plan

The Affordable Housing Plan (AHP) is Minnesota Housing’s annual business plan for carrying out the Agency’s core work for the upcoming year and implementing the Strategic Plan. The AHP outlines key programmatic and policy initiatives for the year, specifies program-by-program funding, and establishes production targets.

Consolidated Housing and Community Development Plan

Every five years the State of Minnesota submits a Consolidated Housing and Community Development Plan to the U.S. Department of Housing and Urban Development outlining the state's goals and strategy for using federal funds to meet identified housing and community development needs. The action plan and the state's performance toward meeting goals are updated annually.

Analysis of Impediments to Fair Housing Report

The Analysis of Impediments to Fair Housing (AI) is completed in cooperation with other state agencies, Department of Employment and Economic Development and Department of Human Services, as part of the consolidated planning process for housing and community development (Consolidated Plan). Annual updates and a summary of actions the state has taken are included in the Consolidated Annual Performance and Evaluation Report (CAPER).

The 2018 Analysis of Impediments to Fair Housing was adopted in September 2018.
