Tenant Selection Plan Guidance

Minnesota Housing is committed to creating equitable, affordable, and accessible housing for all Minnesotans. Tenant Selection Plans (TSP) and tenant screening criteria that reduce barriers to access are critical to these efforts. Below you will find current agency guidance for Tenant Selection Plans, as well as proposed changes to this guidance for the 2022-2023 QAP.

Proposed Redlined TSP Guidance

The redline updates in this TSP guidance reflect the proposed changes for the 2022-2023 QAP and include new expectations for tenant screening for supportive housing units, units at 30% MTSP rent limits, and units with rental assistance. We are looking for your feedback on these changes and the broader implications of this policy if it were to be expanded to all affordable units with HTCs and deferred funding through Minnesota Housing. This feedback can be provided during the QAP public comment period, which begins with the release of the QAP on June 10 and closes at 5:00 p.m. on July 22. Coming Soon! TSP Review Checklist and Help Text

In an effort to increase transparency of TSP review and adherence to state TSP guidance, Minnesota Housing is developing a review checklist for TSPs submitted as part of due diligence. This checklist will provide a guide for projects to verify the TSP includes the components necessary based on funding requirements and state and federal guidance. The checklist will include help text to provide additional context for the requirements and expectations outlined in our agency guidance. The checklist should be uploaded with the completed TSP in the Multifamily Customer Portal. Minnesota Housing staff reviewing TSPs will then use the completed checklist to inform their review.

When the review checklist is complete, an online training will be provided outlining the timeline, process, and FAQs about implementation. Minnesota Housing staff will be available to assist as we transition to including this new due diligence component.
