Plans for Federal Funds

Consolidated Housing and Community Development Plan

Every five years the State of Minnesota submits a Consolidated Housing and Community Development Plan to the U.S. Department of Housing and Urban Development outlining the state's goals and strategy for using federal funds to meet identified housing and community development needs. The action plan and the state's performance toward meeting goals are updated annually.

National Housing Trust Fund Allocation Plan

The State of Minnesota must submit an allocation plan that details the use of National Housing Trust Fund dollars to the U.S. Department of Housing and Urban Development

  • Draft National Housing Trust Fund Allocation Plan for FFY 2017
    • The State of Minnesota is estimated will receive $3,118,428 for FY 2017. The draft plan is open for public comment through close of business on July 5, 2017.  A public hearing is scheduled for July 5, 2017, at 4:00 p.m. at Minnesota Housing.
    • Written public comments should be submitted to: NHTF Allocation Plan; Minnesota Housing; 400 Sibley Street, Suite 300; St. Paul, MN 55101; via fax to 651.296.8139 or by email to mn.housing@state.mn.us. To ensure consideration of your comments, type “NHTF Allocation Plan” in the subject line of your email. 
  • National Housing Trust Fund Allocation Plan for FFY 2016

State of Minnesota Citizen Participation Plan (CPP)

Consolidated Plan for Housing and Community Development for 2017-2021 for Minnesota Housing, Minnesota Department of Employment and Economic Development and the Minnesota Department of Human Services.

Analysis of Impediments to Fair Housing Report

The Analysis of Impediments to Fair Housing was compiled by Minnesota Housing staff in cooperation with other state agencies as part of the consolidated planning process for housing and community development. Subsequent to the initial analysis, annual updates and a summary of actions the state has taken are included in the Consolidated Annual Performance and Evaluation Report (CAPER).

The 2017-2021 Analysis of Impediments to Fair Housing is currently underway, with expected completion in Fall 2017.  Timing, draft documents, and resources can be found on the project’s website: www.mnfairhousing.org.
