Annual Program Assessment

Annually, Minnesota Housing reports on the housing assistance it provided during the previous year and summarizes characteristics of households assisted by program. Biennially, Minnesota Housing reports on the distribution of its assistance by county.

Transforming Supportive Housing: Supportive Housing Evaluation Results and Action Plan

Minnesota Housing worked with the Technical Assistance Collaborative (TAC) and Human Services Research Institute (HSRI) to conduct an extensive evaluation of the supportive housing portfolio and to examine best practices for supportive housing at several housing finance agencies around the country.

The evaluation and best practices reports were completed in 2020 and are rich with information. They deliver the evaluation results and include recommendations for Minnesota Housing to further strengthen its portfolio and practices. Minnesota Housing staff have used these recommendations to develop an action plan for supportive housing development, oversight and monitoring.

Homeownership Capacity Evaluation

In 2014, Minnesota Housing launched the Enhanced Financial Capacity Homeownership Initiative to serve low-income renters and households of color who want to but are unable to become homeowners.

Annual Cost Containment Report

Minnesota Housing is now annually reporting on its efforts to encourage efforts to contain development costs. The report includes results from the last decade. Reducing development costs is critical if we are to maximize the benefit of the limited resources that are available.

Evaluation of the Rental Assistance Pilot for Homeless or Highly Mobile Families with School-Age Children

The Minnesota Legislature appropriated $2 million through the Housing Trust Fund for an initial rental assistance pilot project for families with school-age children who have changed schools or homes at least once in a school year.  The goal of the pilot was to improve school attendance by stabilizing their housing. This evaluation assesses housing stability and school attendance, but not academic performance, which generally takes several years to measure an impact and is beyond the timeline of this evaluation.

Housing for Seniors

With baby boomers starting to enter retirement age, Minnesota Housing is carrying out a series of research reports examining the housing needs and options for seniors.

Minnesota Families Affordable Rental Investment Fund (MARIF) Review

Once a year, Minnesota Housing, in cooperation with the Department of Human Services, reports on the characteristics of tenants in developments assisted through MARIF.

Research on Housing and Community Needs

Evictions in Minnesota – Minnesota Housing has examined the number of court cases in Minnesota with an eviction judgment by quarter since 2009.

Home Renovation Needs of Older Adults

In 2016, Minnesota Housing, with support from the McKnight Foundation, contracted with Wilder Research to conduct a study to identify the home improvement needs of extremely low-income older adult homeowners in Minnesota.

Housing Disparities Report

Annually, Minnesota Housing reports to the legislature on the efforts to address the state's homeownership disparity gap and low-income concentrated housing disparities.

Minnesota is losing 2,000 affordable rental units every year.

Regional Distribution of Minnesota Housing Assistance

Minnesota Housing serves a full continuum of affordable housing needs across the state. This report shows the geographical distribution of the agency’s investments across the state for the most recent five years.

This analysis of rental housing with Federal Housing Tax Credits allocated in Minnesota summarizes basic characteristics of the housing and the tenants who occupied it as of the end of 2014.

Economic Impact of Minnesota Housing’s Investments

Every two or three years, Minnesota Housing evaluates the impact that its investments have had on the state’s economic output and employment. Investments in housing construction and rehabilitation are strong job creators.
