Multifamily Customer Portal Resources

The Multifamily Customer Portal (Portal) * facilitates the application and post-selection process for developers seeking funding from Minnesota Housing for affordable rental housing. It is also used by HUD Section 8 and Section 811 Project-based Rental Assistance owners and management agents to submit Special Claims packets.

The Portal is a web-based application built on the Salesforce Platform. The recommended browser is Google Chrome. Download Google Chrome for free.

*NOTE: This is a different system than the Property Online Reporting Tool (PORT) that is used to certify to Minnesota Housing that property owners have complied with the income, rent, and other restrictions of the financing it received from HOME, National Housing Trust Fund, Housing Tax Credits, or agency deferred loan programs.

How do I access the Portal?

Your organization must have an account. If your organization does not already have a Portal account, you must request one. To request an account, please complete one request per organization through our online form. You must include contact information for your organization, as well as a list of each staff person from your organization that needs to access our Portal. If staff from your organization already has a Portal account, you do not need to request a new account.
You must have an individual user login tied to your organization's account. If your organization has an account but you were not included in the initial account request, submit the Portal Access Change Request Form to request account updates. This form can be used to request changes to existing accounts or to create new user accounts affiliated with an organization.

Portal Forms

Project Access Request Form - For developers/project owners to request access for individual project team members to specific projects in the Portal.
TRACS Voucher Information Sheet - Form used to notify TRACS Analyst of changes in contact information for Special Claims. Submit one form per property. Changes to the Owner or Management Company for a property must be submitted separately. See the Request for Action page for details.

When do I use the Portal?

Apply for Funding

Customers applying for funding in the following funding rounds must apply through the Portal:

2023 Housing Tax Credits – 4% Only

The Portal allows our customers to log in and access a customized application checklist based on the type of proposal they will submit, and upload all application materials.

Due Diligence

The Portal facilitates document submissions and allows for collaboration on documents in the due diligence phase.

Some developers choose to submit all forms themselves, while others choose to have their architects, attorneys, management agents, or supportive housing providers submit their documents themselves. Customers can decide who should submit documents on behalf of the selected project. We suggest choosing two to three individuals who will be the core team submitting documents. See steps above for requesting access for team members to your project, using the Project Access Request form.

Special Claims

HUD Section 8 and Section 811 Project-based Rental Assistance owners and management agents submit Special Claims packets to Minnesota Housing in the Portal. The Portal allows users to submit special claims packets and all supporting documentation electronically, check on the status of submitted claims, and view upcoming deadlines.

Scoring Wizard and Multifamily Consolidated RFP Application Refresher Training

The Scoring Wizard is a tool within the Multifamily Customer Portal that replaced the Excel version of the Self-Scoring Worksheet and applicants are required to submit their Scoring Wizard scoresheet as part of their application. This training covers how to complete a project’s scoresheet in the Scoring Wizard in the Multifamily Customer Portal for the 2022 Multifamily Consolidated RFP and 2023 HTC Round 1. While much of this training focuses on the Scoring Wizard, it also covers what’s new in the Portal, how to create your project, manage your application checklist and important reminders to avoid common mistakes.
