Action Plan: Notice of Public Comment & Hearing
The State of Minnesota is developing its 2023 Housing and Community Development Action Plan and wants your feedback.
This plan reflects year two of the state’s 2022-2026 Consolidated Plan, which examines the housing and community development needs of the state and sets priorities for allocating U.S. Department of Housing and Urban Development (HUD) funds.
Draft Action Plan
The draft Action Plan is available for public review and comment. A public hearing is being held on Monday, May 22, to gather comments on the draft Action Plan. The state will consider any comments received in writing or at the public hearing.

After Public Hearings and Comment Period
The state submits an Action Plan to HUD to receive federal housing and community development funding through the Community Development Block Grant, HOME Investment Partnerships, Emergency Solutions Grants, Housing Opportunities for Persons with AIDS programs, and the national Housing Trust Fund.
A summary of the written and public hearing comments on the Action Plan and the state’s responses will be included in the final Action Plan. The Action Plan and, if necessary, substantial amendment, will be submitted to HUD after HUD notifies the State of its fiscal year 2023 allocations.
