Minnesota Housing Properties Utilizing U.S. Department of Housing and Urban Development (HUD) Continuum of Care (CoC) Grant Assistance

On September 18, 2026, the U.S. Department of Housing and Urban Development (HUD) reopened the FY2026 Continuum of Care (CoC) Notice of Funding Opportunity (NOFO) following a stay issued by the U.S. Court of Appeals for the First Circuit in litigation challenging the NOFO. HUD has established a new application deadline of September 30, 2026. 

The FY2026 CoC NOFO makes significant changes to the CoC competition, including increased competition for renewal funding and a greater emphasis on transitional housing, supportive services, recovery, self-sufficiency, and other outcomes identified by HUD. HUD has made $4.04 billion available through the NOFO, including $1.3 billion for new projects, with priority for Transitional Housing and Supportive Service Only projects.

Minnesota Housing recognizes that the impact of the FY2026 NOFO will vary by property, project, CoC, and funding structure. The information below is intended to help Minnesota Housing-financed properties understand issues to consider as they monitor their CoC funding and plan for potential changes. It does not predict the outcome of the current litigation or the outcome of any individual CoC competition.

General Considerations for Properties with Minnesota Housing Financing

As you make decisions for your properties, please keep the following in mind:

  • Minnesota Housing continues to be committed to the provision of permanent supportive housing as an evidence-based intervention to end homelessness. We will work with properties and partners with a goal of keeping people stably housed, preserving supportive housing units wherever possible, and keeping properties operational.
  • Every property has its own financing structure and unique set of requirements, and so every property will have a different set of questions and answers to resolve.
  • Review with your attorney the legal documents associated with the funding your property received from Minnesota Housing such as any Land Use Restriction Agreements, Mortgages, Regulatory Agreements, and Declarations of Covenants, to better understand the requirements that bind you and your property. You may also want to review the restrictions imposed by your other funders or investors.
  • Consult with your attorney to understand how other applicable state and federal laws, rules, regulations, and licensing requirements may impact your plans moving forward.
  • Make sure you know your HUD CoC grant renewal dates, current grant uses, and the status of your project in your local CoC’s FY2026 Priority Listing. Because the FY2026 competition is highly competitive, projects should also stay in communication with their CoC about potential changes to their renewal funding or project ranking.
  • The Primarily Supportive Housing project list is reflective of projects Minnesota Housing has funding in which a majority of units are dedicated to supportive housing. This list is not a comprehensive list of all projects Minnesota Housing has financed with supportive housing units, and not all the projects on this list utilize CoC funding.
  • Reference The Guide to talk to tenants during funding uncertainty or possible service disruptions - Compiled by the National Alliance to End Homelessness. Stay in conversation with your resident communities about the changes that may impact their housing. Please be mindful that residents have legal protections under state and federal law and Minnesota Housing program requirements. Any actions to terminate a lease or otherwise change the terms of a resident’s occupancy must continue to comply with these laws as well as Minnesota Housing’s requirements.
  • We encourage you to request Technical Assistance from Minnesota Housing to talk through the restrictions and requirements set out by your Minnesota Housing financing and to ask us questions about the options you are exploring for your project. Email supportive.housing@state.mn.us with the relevant property name(s), D#s, CoC grant renewal date and CoC grant uses, and specific questions you’d like to discuss with Minnesota Housing staff. As appropriate, Minnesota Housing will incorporate other partners into this technical assistance, including Housing Support partners
