Home Improvement Programs

Is your home in need of repair? Minnesota Housing offers a variety of loan programs to help make necessary repairs or updates to your home. We work with local participating lenders who can answer questions about program eligibility and help you learn about the features of our programs. Explore more about our programs below.

Fix Up Home Improvement Loan Program

Whether you need to make necessary repairs or simply want to update your home, a Fix Up loan can finance most home improvement projects. The Fix Up loan’s affordable, fixed interest rates and longer repayment terms (up to 20 years on some loans) means lower and more affordable monthly payments.

Additional Program Features

  • Loan amounts from $2,000 to $75,000
  • Secured and unsecured loan options
  • Little to no equity in your home needed
  • No income limits for energy or accessibility loans
  • Finance projects already started, or that were completed within 120 days
  • Hire a contractor or do the work yourself
  • No prepayment penalty

Program Requirements

Fix Up program requirements include:

  • Income limits (No income limits for energy and accessibility loans)
  • Minimum credit score
  • Owner-occupancy requirement

Eligible Projects

Your lender determines project eligibility. Single-family, duplexes, triplexes, and fourplexes are eligible.

Examples of eligible projects include:

  • Porches and decks
  • Bathroom or kitchen remodels
  • Basement refinishing
  • Furnace, boilers, water heaters and central air conditioning
  • Windows and siding
  • Insulation
  • Roofs
  • Tree removal or trimming, or property regrading
  • Septic system repairs or replacement
  • Mold and radon mitigation
  • Accessibility improvements
  • Garages
  • Home additions
  • Accessory dwelling unit construction (internal and attached)

How to get a Fix Up Loan

Use our Lender Directory tool to find an approved Minnesota Housing participating lender. You will work directly with your lender from pre-qualification to closing on your Fix Up loan.

Rehabilitation Loan Program and Emergency & Accessibility Loan Program

The Rehabilitation Loan Program and Emergency & Accessibility Loan Program (RLP/ELP) assist low-income homeowners in financing home improvements that directly affect the safety, habitability, energy efficiency or accessibility of their homes. The Emergency & Accessibility Loan Program is available for home improvements that address emergency conditions of the home or accessibility needs for a household resident with a disability.

To be eligible, you must:

  • Work with a participating Rehab Loan Lender
  • Meet program income limits
  • Not have assets exceeding $25,000
  • Own and occupy the property to be rehabilitated
  • Be current on property taxes and mortgages

Program Features

  • Maximum loan amount is $37,500
  • Maximum loan term is 15 years for properties taxed as real property and 10 years for mobile/manufactured homes taxed as personal property located in a mobile home park
  • Loans are forgiven if you do not sell, transfer title, or cease to occupy the property during the loan term.
  • Various property types are eligible including, but not limited to, single family homes, duplexes, a condominium unit, and manufactured housing taxed as real or personal property

  • Basic improvements that directly affect the safety, livability, or energy efficiency of the home
  • Addressing lead paint hazards
  • Electrical wiring
  • Furnace/boiler repair or replacement
  • Plumbing repairs
  • Well and septic repair or replacement
  • Radon mitigation
  • Mold remediation
  • Windows
  • Siding
  • Roof repair or replacement

Disaster Recovery Loan Program

May - June 2022 Minnesota Flooding, Severe Storm and Tornado Events

The Disaster Recovery Loan Program provides assistance as a last resort when private insurance and federal assistance are not adequate to return a damaged home to its pre-disaster condition. It features:

  • No-interest loans forgiven if the owner remains in the home for 10 years
  • Funding for repairs to bring home into pre-disaster condition
  • Funding for repairs to rental housing properties under similar terms and conditions
