Requests for Proposals

A Request for Proposal (RFP) is a formal invitation to potential contractors or grantees to submit a proposal. Proposals should identify how they will respond to the needs identified in the RFP.

Minnesota Housing reserves the right to cancel any open RFP. We are not obligated to award a contract or complete the work in the notices. All expenses incurred in responding to notices are solely the responsibility of the responder.

Consolidated RFP Process

The Consolidated RFP process is an annual cycle when we select proposals for multifamily and single-family developments. This process allows us to take into consideration many funding sources we have available at the same time, rather than issuing individual RFPs.

Multifamily Compliance and Asset Management Guide Consulting Services

Minnesota Housing Finance Agency is requesting proposals from qualified vendors to develop a combined Compliance and Asset Management Guide for use by owners, borrowers and management agents of the properties financed by Minnesota Housing and monitored by the Compliance and Asset Management departments in the Multifamily (Rental Housing) division. The finished product will contain compliance, monitoring and asset management requirements, procedures and guidance including how to comply with and report on Minnesota Housing’s affordable housing programs. This includes the Low-Income Housing Tax Credit, tax-exempt bonds, HOME Investment Partnership Act Program and National Housing Trust Funds (NHTF) and capital financing programs under Minnesota statutes, rules and Minnesota Housing board policy, including properties layered with such financing products. The Guide will also include asset management requirements for financial and budget oversight and monitoring operating performance.

Work is anticipated to start after October 1, 2026.

Submitting the RFP

Proposals submitted in response to the Request for Proposals in this advertisement must be received via email no later than 4 p.m., Central Time on June 30, 2026. Late proposals will not be considered. Faxed and mailed proposals will not be considered.
