RentHelpMN Targeted Assistance Forms

RentHelpMN – Targeted Assistance is a federally funded, referral-based program providing direct assistance for renters who have experienced or are at risk of financial hardship due to the COVID-19 pandemic. It’s designed to help prevent homelessness and maintain housing stability.

You can find resources to help you complete your application, file an appeal or learn more about the application portal.

Complete your Application

You may need to provide additional supporting documents to complete your application. 

When you send in your application, include the cover letter (for mail) or fax cover letter, as appropriate.

Forms for Property Owners

You may need to have a property owner or manager complete the following forms for your application. 

File an Appeal

If you are denied assistance, you may be able to appeal the decision. A written appeal must be filed within 10 days of the date on their denial letter.  

To properly file an appeal, complete the Appeal Request Form.

You will be notified in writing once a final decision is made.

Recoupment Appeals

Program funds are recouped for a variety of reasons, including duplicate payments, overpayments and fraud. 

If funds you were awarded is subject to recoupment, you can file an appeal within 30 days of when they received the recoupment letter.  

To file an appeal, complete the Recoupment Appeal Request Form. 

Returning Funds for Property Owners

Property owners may sometimes need to return unused or duplicate payments to the program.
